NIRA's Center for Policy Research has published NIRA's World Directory of Think Tanks (NWDTT), which provides a systematic introduction to the world's most prominent and innovative public policy research institutes, better known as think tanks. NWDTT provides details of the organizational structures of these think tanks and research activities in which they engage, functioning as the "soft infrastructure" for a global network of think tanks.

It includes collections of open access journals such as DOAJ, BioMed Central, HighWire Press, and PubMed Central as well as journals in special programs such as AGORA program. The directory provides access to over 13,000 journals in sciences and other disciplines including agriculture, education, history, language and literature, philosophy, psychology, political sciences, social sciences and religion. The number of journals is growing steadily.
