What to Do Before Publishing in OA?

Many journals including some prestigious journals provide OA publishing options to authors. The following are some well-known OA publishers and directories:

DOAJ - Directory of Open Access Journals
DOAJ is a community-curated online directory that indexes and provides access to high quality, fully open access, peer-reviewed journals.
Brill Open
Brill Open is Brill’s program in Open Access publishing. All of Brill’s subscription journals offer an Open Access publishing option. Brill publishes four full, broad Open Access journals.
Elsevier Open Access
Elsevier provides researchers with both green and gold open access options.
IEEE Open
IEEE publishes seven fully open access journals with topical focus areas.
Nature Research
Nature Research publishes more than 30 fully open access journals and a further 40 with a hybrid open access option.
Oxford Open
Oxford University Press (OUP) is mission-driven to facilitate the widest possible dissemination of high-quality research. OUP embrass both green and gold open access (OA) publishing to support this mission.
Sage Open
Sage Open is a peer-reviewed, "Gold" open access journal from SAGE that publishes original research and review articles in an interactive, open access format. Articles may span the full spectrum of the social and behavioral sciences and the humanities.
Springer Open Access
Springer offer a variety of open access options for authors to publish their research: Springer Open Choice, SpringerOpen, and BioMed Central. In addition, Springer offer the opportunity to publish open access books.
Taylor & Francis: Open Journals
Every article published in Taylor & Francis: Open Journals is published as gold OA. This is usually after payment of an article publishing charge (APC).
Wiley Open Access
Wiley Open Access is a program of fully open access journals. All research articles published in Wiley Open Access journals are immediately freely available to read, download and share.

Quality Open Access Market
Libraries are asked to complete Base Score Cards, measuring the transparancy of a journal's web site with respect to editorial board, peer review, governance and workflow. Authors are asked to share their experience with a journal they published in via Valuation Score Cards. The market place also gives the publication fees for a journnal, including the price effects of memberships, licences and offseting deals.

Hindawi Open Access publishing for the scientific community
One of the world's largest fully open access journal publishers.
UNESCO's Global Open Access Portal for Arab States
currently provides detailed OA profiles for: Algeria, Bahrain, Egypt, Jordan, Kuwait, Libya, Iraq, Lebanon, Malta, Morocco, Oman, Qatar, Saudi Arabia, Palestine,Sudan, Syrian Arab Republic, Tunisia, United Arab Emirates, and Yemen.
Szczepański's List of Open Access Journals
List of free e-journal titles collected by Jan Szczepański in the late 1990s. In 2018, the published list included 35,000 open access titles. The list grew to 50,000 titles in 2021. This expanded list from 2023 now includes 60,000 titles.

Before submitting manuscripts to open access journals, researchers should at least:

Search the Directory of Open Access Journals (DOAJ) to find thousands of fully open access journals.
Understand their copyright options before publishing and can refer to SHERPA/RoMEO to learn about Open Access and Self-Archiving copyright policies.
Check if the journal is compliant with the funders policies. Refer to
- SHERPA/JULIET which provides summaries of research funders' open access policies.
- Journal Checker Tool: This tool is useful for you to check if you are able to publish in a particular journal according to the policy set by your Funder
Check if the journal is indexed in reputable databases such as JSTOR, Web of Science, Scopus, PubMed and UlrichsWeb.
Check the journal score in Quality Open Access Marker
Check if the journal has an ISSN number, and agood Impact factor.
Check if the publisher is a member of COPE (Committee of Publishing ethics), is the journal registered in (DOAJ) and if the peer review process is mentioned on the journal's site.
Try to avoid predatory journals.
Know who support the cost of publishing? Is there an article processing charge to pay for open access? Check if their institution offers open access publishing discounts.
Make sure that the publisher is a member of a reputable industry organization such as Open Access Scholarly Publishers Association or the Committee on Publication Ethics (COPE).
